PK not working on unflattened Photomerged file?

After creating a file via PSCS Photomerge, none of the Photokit programs will run on the file until the file has been flattened. "Could not complete the Photokit Sharpener command because the command was not available." In the layers palette, there is only the background layer showing, and it is selected (I do not see any other layers), yet when I go up to the Layers menu, I can "flatten image" and then all of the Photokit programs will run. Are there some hidden layers that Photomerge retains and that Photokit can't operate on?
